Amarta: Ciliwung Sodetan Project will Be Completed Under Heru Leadership

Jakarta Community Alliance (Amarta) Chairperson, Rico Sinaga believes the construction of the Ciliwung River crossing channel locally known as sodetan will be completed under the leadership of the Jakarta Acting Governor, Heru Budi Hartono.

According to him, the Ciliwung River crossing channel is very vital as one of the efforts to overcome the occurrence of inundation and flooding in Jakarta.
"If the Ciliwung River's water level is high due to shipments from upstream, this channel is very important to drain water to the East Flood Canal," he expressed, Friday (10/28).

"As we know, he served as Acting Governor on October 17, 2022, and directly met the PUPR Minister. It is very appropriate, as there are main tasks from the PUPR Ministry regarding the normalization of rivers in Jakarta and the construction of crossing channels through the Ciliwung-Cisadane Flood Control Office (BWSCC)," he explained.
According to him, other efforts such as dredging of channels, rivers, embung (artificial lakes), and reservoirs also still need to be conducted to anticipate inundation and flooding due to mud and garbage.
"Efforts to overcome inundation and flooding need to be conducted comprehensively. If the macro channel works well, hope the waterways public transportation in Jakarta can be realized," he continued.
He went on to say that he is a hardworking, serious, innovative, and creative figure. Thus, it is believed that the problems of congestion, flooding, and spatial planning in Jakarta will show encouraging progress in solving them.
"He (Mr.Heru) will leave the best legacy that will always be remembered to overcome this problem," he added.
As for the information, to reduce vulnerability to flooding in Jakarta, one of which is caused by the overflow of the Ciliwung River, the PUPT Ministry has built a tunnel or drain from the Ciliwung River to KBT. In 2021, the Ciliwung River crossing channel project continued for 549 meters long and become 1.26 kilometers long.
This project was aimed at reducing the overflow of the Ciliwung River by flowing water of 60 m3/second into the East Flood Canal.
The continued crossing channel construction changed the trajectory, thus it reduced the tunnel length by 113 meters from the original length of 662 meters to only 549 meters.
In 2015, it had been completed with a length of 550 meters and then continued from 2015 to 2017 with the construction of permanent outlets and retaining walls of the Cipinang River.
In 2021, the ministry was continuing the work of the Ciliwung River crossing channel to the East Flood Canal along 714 meters consisting of Zone A in the form of a permanent 165-meter inlet open channel building and normalization of the Ciliwung River, Zone B in the form of a double tunnel from the inlet to the arriving shaft of 549 meters, as well as Zone D normalization of Cipinang River and KBT.
The work itself is executed by PT Wijaya Karya-PT Jaya Konstruksi, KSO, and a supervisory consultant for PT Virama-Supra-TAA, KSO with an implementation period of August 2021-August 2023. The budget allocation for the construction of crossing channels and channel excavation to increase the capacity of the Cipinang River is Rp 683.9 billion.
It is part of the master plan for the flood control system in Jakarta from upstream to downstream. In the upstream, the ministry is completing the two dry dams construction in Bogor Regency, namely the Ciawi Dam with 6.05 million m3 capacity and the Sukamahi Dam with 1.68 million m3 capacity.
Further, in the middle section, the Ciliwung River normalization from 2013 to 2017 was carried out for 16.2 km out of a total of 33.7 km. Starting in 2021, this normalization work along the 1.2 km will be continued, including land acquisition. There is also the Ancol Sentiong Pumping Station construction with 50 m3/second capacity conducted in 2020-2022 with a cost of Rp 437.6 billion and the crossing channel construction to the East Flood Canal along the 1.26 km which has been under contract since July 30, 2021.
Then to reduce the risk of flooding in the downstream Jakarta area, a Coastal Embankment was also built for the coast and a critical river estuary as long as 46.2 km. The embankment that has been worked on is 13 km long and is planned to be executed for 33.2 km, which is divided into 2, namely the PUPR Ministry (10.8 kilometers) and the Jakarta Provincial Government (22.4 kilometers). In 2021, the ministry has worked on a 3.8-kilometer-long embankment.
